Sewer settlement will cost Honolulu $4.7 billion over 25 years

HONOLULU (HawaiiNewsNow) - Around $4.7 billion, that's the price tag Honolulu taxpayers will pay as part of a sewer settlement. Mayor Mufi Hannemann announced Thursday that sewer fees on Oahu would increase 3 to 5 percent every year for the next 25 years to pay for it, and that figure is flexible.

The BWS has worked hard over the years to control costs and has been able to defer
scheduled rate increases since 1995. However, we can no longer afford to postpone rate
increases. Over the past year, we've studied our system needs and worked to define the true
costs of providing water service. The results tell us that we must raise rates to continue
serving our customers.
To reduce impacts on customers, BWS has spread the needed increase over a multi-year rate
schedule. In the first year of this program, BWS is implementing a system-wide rate
increase of 13 percent, which represents a $3.23 increase in the average
residential customer's monthly charge. This means the water rate will go from
$1.77 to $2.00* for 1,000 gallons of water. The new water rates will take effect on October 1, 2006. BWS has timed this rate increase to take effect after the end of summer, when residential customers normally begin using less water.
*as of July 1, 2010 rates are $2.79.

City studies funding options for required sewer upgrades
A deal with the EPA is expected to lead to increased fees for the next 25 years

The city is considering alternative ways to raise money for sewer upgrades mandated under a
recent consent decree with the Environmental Protection Agency.
Recently announced projects to bring Honolulu into compliance with sewage standards are
expected to lead to 3 percent to 5 percent sewer fee increases each year for about 25 years,
according to the city. That means the average single-family home's sewer bill could rise from $91 a month today to between $191 and $308 a month, excluding inflation, in 2035.
